Rolf Riisnæs

Rolf Riisnæs is a Partner at Wikborg Rein's Oslo office and is part of the firm's Trade, Industry and Public Sector group.

Riisnæs' areas of expertise are within ICT-contracts, eBusiness/eGovernment, information security, hereunder electronic signature, digital certificates and certification services (PKI), data protection/privacy and IPR.

Riisnæs was appointed Dr. juris in 2006 for his thesis regarding digital certificates and certification services (PKI). He has published several works in the area of electronic signatures/PKI, eGovernment and EDI and is a frequent speaker at conferences. He has contributed strongly to the development of eGovernment regulations in Norway.

During the last years, Riisnæs has been counseling several major ICT procurement and eGovernment projects in the public sector. This includes i.a. the new Government Internet portal for public reporting from Norwegian enterprises (Altinn II) acquired by Brønnøysundregistrene (the national register authority) and the procurement of certificate services (eID) to the Government eID-portal (ID-porten) acquired by the Agency for Public Management and eGovernment (Difi). ID-porten shall facilitate single-sign-on, electronic signatures and encryption to electronic services provided by the Norwegian Government and public administration to the citizens. Together with colleague Ingvild Hanssen-Bauer, on behalf of the Agency for Public Management and eGovernment (Difi), he has revised the entire "family" of Government standard terms and conditions for ICT contracts, and developed new framework agreements for a major part of the Norwegian public health sector.

He is consecutively counseling several of Wikborg Rein's clients within the area of data protection/privacy and license agreements.
