Mona Francesca Katigbak

Mona Francesca Katigbak is a Senior Lawyer at Wikborg Rein's Singapore office and is part of the firm's Energy and Natural Resources group. She specializes in cross-border project development. Before joining Wikborg Rein, she worked with the banking, finance and securities group of SyCip Salazar, the largest law firm in the Philippines. She also clerked with the Philippine Supreme Court, specializing in international trade and foreign investment in the Philippines.

Katigbak has an LLM from Harvard Law School. She has passed the bar in both the Philippines and New York.

International counsel to Biofuels Energy ASA, on a project to develop, construct, finance, own and operate a fully-integrated ethanol/sugar mill project with cane crushing capacity of 2,400,000 tonnes per annum and a 40,000 hectare cane plantation, located in the municipality of Narandiba, São Paulo.

Malaysia

International counsel to Sarawak Energy Berhad/Syarikat Sesco Berhad on a USD 10 billion long-term power purchase agreement with the federal government of Malaysia, for the purchase of power from the 2400 MW Bakun hydro-electric power plant.

International counsel to Sarawak Energy Berhad/Syarikat Sesco Berhad on government-to-government negotiations of a cross-border transmission and power exchange arrangement between Malaysia and Indonesia.

Philippines

International counsel to SN Aboitiz Power – Magat, Inc. on the USD 380 million acquisition and financing of the Magat 360 MW hydro-electric power project (awarded Asia Pacific Power Deal of the Year 2007 by Project Finance International and Best Project Finance/Best Privatization for 2007).

International counsel to SN Aboitiz Power – Benguet, Inc. on the USD 360 million financing of the 170 MW Ambuklao and Binga hydro-electric power projects.

International counsel to SN Aboitiz Power – Benguet, Inc. on the rehabilitation of the 170 MW Ambuklao and Binga hydro-electric power projects, using FIDIC-based documentation.

Vietnam

International counsel to SN Power for the formation of a joint venture to acquire and develop renewable energy assets within Vietnam.
