Russel Low
Russel Low is a Senior Lawyer / Associate Director at Pan Asia Wikborg Rein LLC. His core areas of practice are upstream offshore oil and gas, shipping, and construction with an emphasis on contracts and disputes. He assists clients with contract negotiations and advises them on contractual issues arising out of tender bids, contract qualification, joint ventures, and risk management. His clients are mainly offshore contractors such as those involved with construction and engineering, offshore drilling, subsea construction, ROV, intervention and pipelay, flotels, accommodation and crane barges, seismic survey, AHTs and supply vessels and exploration and production. Low’s experience as in-house counsel has given him special insight to the offshore industry. He is familiar with the usual legal and contractual issues and has a sound understanding of the commercial realities in this industry.
On the shipping front, Low has acted for shipowners, charterers and P&I clubs in charter party and cargo disputes, casualty matters, shipbuilding contracts and disputes, drafting of supplytime charterparties and acted for coal traders involved in international trade disputes and arbitration. He also has transactional experience and has worked with shipowners, shipyards, brokers, banks and flag registries in numerous sale and leaseback transactions.
A substantial part of his practice involves international arbitration both on an ad hoc and institutional basis such as LMAA, SCMA, ICC and SIAC arbitrations. He is also familiar with Singapore civil procedure and has appeared before the Subordinate Courts and the High Court of Singapore in interlocutory applications and in open court. Low regularly advises on Singapore law matters such as leases, employment matters, company law, enforcement, bankruptcy and company winding-up. Low qualified as an Advocate and Solicitor of Singapore in 2001 and a Solicitor of England and Wales in 2003.

- Assisted a major subsea contractor with tender bids, reviewed and carried out contract qualification, carried out risk management and assisted with contract negotiation mostly with oil majors and co-venturers;
- Assisted a major subsea contractor with the review, advise, drafting and negotiation of EPC, EPIC, IRM, SURF contracts, frame-agreements, corporate and company guarantees, management agreements, risk-sharing and joint venture agreements;
- Acting for a Norwegian offshore drilling company against a major oilfield operator in a dispute involving two jack-up rigs;
- Acting for a Norwegian contractor against a leading shipyard in a dispute arising from the construction of accommodation modules on board a service jack-up rig;
- Acting for an Italian coal trader in an ICC and SIAC arbitration;
- Acting for Vietnamese shipowners in several maritime arbitrations;
- Advised the owners of a converted accommodation vessel with respect to the drafting of a supplytime charter party;
- Acted for a leading subsea contractor in a dispute with a sub-contractor arising out of a FPSO mooring installation and hook-up project in Vietnam;
- Acted for a national exploration and production company with the drafting and negotiation of the charter of a seismic survey vessel belonging to Norwegian contractors;
- Advised Norwegian flotel owners and operators, in a dispute arising out of the termination of a charter party in Sakhalin which resulted in a settlement of about USD $20 million in client's favour;
- Advised Norwegian flotel owners and operators in a claim by an oil major for alleged delay of a flotel to an oilfield in the North Sea;
- Acted for American marine contractor against a national exploration and production company in an international arbitration in Bangkok arising out of a subsea field development project off the coast of Thailand;
- Advised a leading rig owner in a dispute with four oil majors arising out of a rig-sharing agreement;
- Advised an American heavy marine contractor with respect to a dispute arising out of a contract for the refurbishment of a port/berth facility in Freeport, Bahamas;
- Advised Malaysian shipowners on a dispute arising out of a Korean shipbuilding contract involving eight LNG newbuilds;
- Acted for a Norwegian P&I club against a Norwegian salvage company in a London arbitration arising from a cargo-removal operation in the Taiwan strait;
- Acted for a major Singapore shipowner in an arbitration against Malaysian underwriters arising out of a total loss of the vessel in the Aleutian Sea, Alaska;
- Advised a French commodities trader with negotiations for the building of a crane barge;
