Kine Østbye Neslein is a Senior Lawyer at Wikborg Rein's Oslo office and is part of the firm's Competition and Procurement practice. Neslein has worked with state aid and procurement law since 2010, first at the Law Firm Selmer, and thereafter at Wikborg Rein from 2013. In 2012-2013 Neslein was a trainee at the EFTA Surveillance Authority (ESA), where she primarily worked with state aid in the Competition and State Aid Directorate.
In Wikborg Rein Neslein especially advices public authorities in state aid issues. She has, however, also advised private clients, hereunder state aid beneficiaries. Neslein assists in assessments of whether public authorities' transactions and services etc. involve state aid, as well as questions regarding the compatibility of aid. Under the latter she has particular experience with aid to environmental measures in the industry, services of general economic interest and culture/sports. She therefore has a thorough knowledge of the relevant legal framework and ESA's guidelines in these areas. Neslein has a considerable experience with state aid notifications to ESA. She is very familiar with the procedures in ESA, both from her time in the legal sector and from her time at ESA, where she worked with notifications, complaints and development of the legal framework relating to the state aid field.
In the field of public procurement, Neslein's work typically consists of advice during procurement processes, for example when it comes to issues relating to rejection and cancellation. She also has experience with complaint handling and counselling in cases before the Norwegian Complaints Board for Public Procurement, as well as investigation in relation to procurement processes.
