New US sanctions against Mali

On 26 July 2019, President Trump issued Executive Order 13882 "Blocking Property and Suspending Entry of Certain Persons Contributing to the Situation in Mali" to address the deteriorating security situation in Mali.

According to the White House press release, the Executive Order is issued to promote resolution of the long-standing conflict in Mali and to hold accountable those persons who have committed acts that have prolonged the conflict. In his press statement, the US Secretary of State stated that there has been made "distressingly little headway in implementing key components of the peace agreement" entered into by Malian parties in 2015 (find the Agreement for Peace and Reconciliation in Mali here) and that the situation seems to be deteriorating. The Secretary of State underlined that the US will "continue to work … to identify those who seek to capitalise on instability or maintain the status quo rather than work towards peace, and make them subject to the full effect of sanctions".

In short, the Executive Order will freeze assets and suspend travel for individuals and entities determined to be responsible for or complicit in, or to have directly or indirectly engaged in, inter alia actions or policies that undermine democratic processes or institutions in Mali or threaten the peace, security or stability of Mali. Such asset freezing measures prohibit US persons from dealing with persons designated pursuant to the Executive Order, and mandate that any property or interests in property belonging to such persons and that come within US jurisdiction or within possession of a US person, must be blocked.

Note that the Executive Order also authorises designation of those who materially assist, sponsor or provide e.g. financial or material support to any person whose assets are frozen pursuant to the Executive Order.
